Sistemas nacionales de innovación en Europa y Latinoamérica: un análisis comparado

[:es]This article proposes a model to characterize national innovation systems, and applies it to four outstanding countries in this respect (Germany, Spain, Finland and Ireland) and also to four Latin American countries which have declared their interest in these systems (Argentina, Brazil, Chile and Mexico). It then presents a comparative analysis of the principal elements which comprise the model: a description of strategies and objectives; private and public organizations in charge of innovation development; and policies that foster, finance and control innovation at the national level. We identify similarities and differences among the countries studied by comparing specific indicators (such as R&D expenditure and number of patents) as well as strategies and structures.[:]
